Governance

The Heat and Building Business Council is a member-led organisation, with the implementation of the Council's priorities overseen by an elected member Chair and its secretariat, NorthPoint Strategy.

David Green OBE

Co-Chair

David Green co-founded National Energy Action (NEA) and more recently the UK Business Council for Sustainable Energy, before leading the Australian Clean Energy Council.

 

David is currently Chair of the UK’s largest home retrofit programme, Warmworks Scotland and Chair Of the Board of the All-Party Parliamentary Sustainable Energy Group (PRASEG), a cross-party group of MPs & Peers committed to enhancing the scale and quality of debate driving the energy transition.

Stew Horne

Chair

Stew is Head of Policy at Energy Saving Trust and was elected HBBC Chair in January 2024. Energy Saving Trust is a trusted, independent voice, with over 25 years’ experience of providing advice and support around home energy efficiency, low carbon transport and renewable energy generation.

 

Stew’s team leads Energy Saving’s Trust policy, influencing and public affairs work across the UK. Stew is also a member of National Grid Energy Transmission’s Independent User Group and a Consumer Affairs expert for the Bar Standards Board’s APEX committee.

James North

Senior Advisor

James oversees the day-to-day running of the Heat and Building Business Council, liaising with members on the group's strategy and delivering on its priorities.

 

Having worked in energy efficiency policy since 2019 and formerly as parliamentary aide to a Conservative Minister, James is now a Director at NorthPoint Strategy, a public affairs and communications consultancy which specialises in energy and emerging technologies.

Gabby Peck

Advisor

Gabby assists with with the day-to-day running of the Heat and Building Business Council, ensuring members are kept up to speed with latest policy developments and are engaging with the most influential stakeholders.

Gabby is an associate consultant at HBBC Secretariat NorthPoint Strategy, where she advises clients across the energy and emerging technologies sectors, preparing client-ready research.
